BayPointe Hospital and Children’s Residential Services is the city’s only psychiatric hospital. In 2008, the University of South Alabama opened the Mitchell Cancer Center Institute, which includes the first academic cancer research center in the central Gulf Coast region. It includes their flagship hospital Mobile Infirmary, two emergency centers and three outpatient surgery centers. Infirmary Health is Alabama’s largest nonprofit, non-governmental health care system. The 200-year-old Mobile County Health Department (MCHD) provides education and preventive health services to Mobile and surrounding areas. When MAWSS was founded in 1814, it used Three-Mile Creek to provide water to the city.
This was followed by 3.5G or 3G+ enhancements based on the high-speed packet access (HSPA) family, allowing UMTS networks to have higher data transfer speeds and capacity. These first-generation (1G) systems could support far more simultaneous calls but still used analog cellular technology. A major breakthrough came in 1973, when the first handheld cellular mobile phone was demonstrated by John F. Mitchell and Martin Cooper of Motorola, using a handset weighing 2 kilograms (4.4 lb). Early mobile phones required vehicle installation due to their size and power needs. These 0G systems were not cellular, supported a few simultaneous calls, and were very expensive. The advances in mobile telephony have been traced in successive „generations”, starting with the early zeroth-generation (0G) services, such as Bell System’s Mobile Telephone Service and its successor, the Improved Mobile Telephone Service.
The museum was expanded in 2002 to approximately 95,000 square feet (8,826 m2). The Mobile Museum of Art features permanent exhibits that span several centuries of art and culture. Its local history and genealogy division is located near the Ben May Main Library on Government Street. The Mobile Genealogical Society Library and Media Center features handwritten manuscripts and published materials that are available for use in genealogical research. Mobile has the longest history of celebrating Mardi Gras in the United States, dating to the early 18th century during the French colonial period.
Although these phones are intended to prevent immodesty, some vendors report good sales to adults who prefer the simplicity of the devices; other Orthodox Jews question the need for them. Demand for metals used in mobile phones and other electronics fuelled the Second Congo War, which claimed almost 5.5 million lives. Even so, mobile phones typically have less value on the second-hand market if the phones original IMEI is blacklisted. The petition is part of a joint effort by New York Attorney General Eric Schneiderman and San Francisco District Attorney George Gascón and was directed to the CEOs of the major smartphone manufacturers and telecommunication carriers.

Langan Park, the largest of the parks at 720 acres (291 ha), features lakes, natural spaces, and contains the Mobile Museum of Art, Azalea City Golf Course, Mobile Botanical Gardens and Playhouse in the Park. The public Mobile Tennis Center includes over 50 courts, all lighted and hard-court. The city’s lone example of the Egyptian Revival style is the Scottish Rite Temple, with Egyptian motifs, including obelisks and sphinxes. The Oakleigh Historic Complex are three house museums that portray the daily lives of enslaved, working class, and upper-class people during the 19th century.

Mobile phone use while driving, including talking on the phone, texting, or operating other phone features, is common but controversial. In the UK and US, law enforcement and intelligence services use mobile phones to perform surveillance operations. Some audio-quality enhancing features, such as Voice over LTE and HD Voice, have appeared and are often available on newer smartphones. By contrast, smartphones generally use a mobile operating system that often shares common traits across devices.

In other countries, including the UK and France and in many US states, only handheld phone use is banned while hands-free use is permitted. In March 2011, a US insurance company, State Farm Insurance, announced the results of a study which showed 19% of drivers surveyed accessed the Internet on a smartphone while driving. In September 2010, the US National Highway Traffic Safety Administration (NHTSA) reported that 995 people were killed by drivers distracted by cell phones. Restrictions on the use of mobile phones are applied in a number of different contexts, often with the goal of health, safety, security or proper functioning of an establishment, or as a matter of etiquette. Such phones are approved for use by essential workers, such as health, security, and public service workers. In Israel, similar phones to kosher phones with restricted features exist to observe the sabbath; under Orthodox Judaism, the use of any electrical device is generally prohibited during this time, other than to save lives, or reduce the risk of death or similar needs.
Studies have shown that around 40–50% of the environmental impact of mobile phones occurs during the manufacture of their printed wiring boards and integrated circuits. Enabling contactless payments through NFC-equipped mobile phones requires the co-operation of manufacturers, network operators, and retail merchants. Some mobile phones can make mobile payments via direct mobile billing schemes, or through contactless payments if the phone and the point of sale support near field communication (NFC). Eventually, the idea spread and in 1999, the Philippines launched the country’s first commercial mobile payments systems with mobile operators Globe and Smart.citation needed Cash can be deposited or withdrawn from M-PESA accounts at Safaricom retail outlets located throughout the country and can be transferred electronically from person to person and used to pay bills to companies. Local airline passengers are served by the Mobile Regional rivo casino Airport, with direct connections to four major hub airports. Mobile is served locally by several over-the-air television stations including WKRG 5 (CBS), WALA 10 (Fox), WPMI 15 (Roar), WMPV 21 (religious), WDPM 23 (religious), WEIQ 42 (PBS), and WFNA 55 (The CW). Mobile’s alternative newspaper is the Lagniappe which was founded on July 24, 2002. Several post-secondary vocational institutions have a campus in Mobile including Fortis College, Virginia College, ITT Technical Institute and Remington College. The University of South Alabama is a public, doctoral-level university established in 1963.

But Alabama’s white yeomanry had historically favored single-member districts in order to elect candidates of their choice. Considered to be progressive, as it would reduce the power of ward bosses, this change resulted in the elite white majority strengthening its power, as only the majority could gain election of at-large candidates. In 1911 the city adopted a commission form of government, which had three members elected by at-large voting. On May 25, 1865, the city suffered great loss when some three hundred people died as a result of an explosion at a federal ammunition depot on Beauregard Street. The H. L. Hunley, the first submarine to sink an enemy ship, was built in Mobile.
